Unopened samples are usually fine to return, but once you've used it, I don't think they take it back. That's pretty standard for fragrances.

AFAIK, once it's open, it's yours. It's kinda the point of a sample, to try it out without committing to a full bottle.

Both are good. The Luxury Sense sometimes has a slightly better selection for super rare stuff, but DecantX is solid too. Pricing is pretty comparable.
